Joe Bumgardner found this one
The blue dot is light reflective and lets the paper deliverer know
which mailboxes have subscribed to their paper and when alternate
deliverers substitute for the regular paper deliverer, he knows exactly
which mail boxes are eligible to receive a paper."
I find this interesting; the way I understand U.S.P.S. regulations only actual mail is supposed to be placed in mailboxes. That is why you see separate newspaper receptacles along with the mailboxes.
Thanks, Joe!
